[ILL-L] Question: Do you check a library charge policy beforerequesting?

As a lending library that does charge (except for any reciprocal agreements) our ILL staff are trained to check the MAX COST field before filling any request. We use both the National Library of Medicine's DOCLINE system and the OCLC ILL subsystem.  At least in the Docline system, routing is automatic and borrowing libraries don't specify which library to route to.  In the OCLC system, the borrowing library can specify the potential lenders and probobly shouldn't include charging libraries in their string if they don't want to pay. However, I think it good practice on the lending library's side to check the max cost field.

	I have an odd question pertaining to what I would consider an ILL courtesy. We are a medical library and we do charge most other libraries. We do have reciprocal lending agreements, but we make them on a case-by-case basis. 

	 

	I filled a request earlier this week to a library who did not accept charges. I missed this in processing, so I realize this is partially my fault... but my question is: Is it a generally accepted practice for ILL Borrowing staff members to check for other libraries' fees & billing policies before ordering? 

	 

	When I worked in borrowing several years ago, this was standard practice at the libraries I worked at. We didn't order from libraries that charged and we had a base knowledge of the institutions that would not charge. We also called beforehand before ordering (or checked the website policies or OCLC) to make sure that libraries we were unfamiliar with did not charge.  So I feel that it is really the responsibility of the borrowing library to check beforehand for charges before ordering from any random string of libraries. 

	 

	Am I wrong in thinking this is the correct method for ILL borrowing? 

	 

	Just wondering what your thoughts are.
