[ILL-L] Need help locating a book

I second Arthur's question.  Checking both Library of Congress & the 
British Lending Library's web catalogs don't show this book at all. 
If it'd been published, it should have at least showed up at LoC.

If the requester wants a specific chapter, maybe they can track down 
who wrote that chapter and ask them directly for the chapter?
