22. Charge $20 each time a library requests a photocopy (or a loan) with
a citation with only the name of the periodical. No date. No article
info. Just the name of the periodical.
23. Charge $20 - with an accompanying fine from the copyright police-
each time a library requests any AV or book (without request for
specific passage they want copies) using a photocopy request. (Fine to
be waived if the request comes via Direct Request.)

YES YES YES!  The fine would apply to our patrons as well as other
libraries that send massively incomplete/incorrect citations. (Minor
problems would be forgiven.)  I could fund my retirement on these two
alone.  :>

#21.  Charge $.50 for every citation you have to clean up.  ("Here's an
article title.  It's in something called 'Journal'.")
