#3 has been done. During my first tour of duty in ILL, I opened a
package from a correctional institution and found a bedraggled
unabridged dictionary that had been taped shut. Upon further
investigation, I saw that the book had been hollowed out and a large
plastic bag with white pills in it had been placed in the hollow.
"Those are qualludes.", one of the supervisors said with Great
Authority. ( When we asked her later how she happened to know what
'ludes looked like, she became Very Evasive.) The Department Head called
the Library Office and the book made a command appearance there. The
Sheriff's Office was summoned. Then- nothing more was said. And that's
all we heard. The incident was hushed up.

Top Ten Ways to Fund Interlibrary Loan

1. Blackmail a talk show host.
2. Solicit company sponsorship and place their logo (e.g. Wachovia,
Coca-Cola) on all of your ILL packaging, loan slips, etc.
3. Hollow out books and use them to ship illicit materials
4. (College specific) Beer garden on library roof.
