Yes, this is one of my biggest frustrations.  I get patrons who have Googled and found an article on their topic from, say, "X Journal, vol. 13 no. 2, Feb. 2010," and ask for it on interlibrary loan.  I explain that it's a pre-publication article, and hasn't been published yet, so no library has it, and tell them that they can either order it online from the publisher if they need it now, or I'll order it on ILL when the journal has been published, or they can order it through the library on Document Delivery Service, and we'll pay $10, but they'll have to pay the balance.   In other words, they can either pay to get it now, or they can get it free-later.  (Usually, they want it free AND they want it NOW.  When they understand they have to choose, they usually decide to have me get it when it's available-which means I have to check online catalogs to find a library with a current print, not electronic, subscription, then check back periodically to see when the library gets the Feb. 2010 issue.)

 

As I've mentioned before, Mississippi State University (MFM) has added to the catalog records of some of their e-journals a note:

 

"Interlibrary Loan privileges have been granted." 

 

This is enormously helpful.  I would urge libraries not only to negotiate for ILL privileges when they subscribe to e-journals, but to indicate this in the catalog records.  (One problem, of course, is that ILL librarians aren't normally the ones who negotiate with publishers of e-journals, and you also need an accommodating cataloger at your library who's willing to add the note.  You have to depend on the kindness of colleagues.)

        I'm seeing WAY too many of these requests.  And then when you
look for libraries that have access, the titles have been added to their
deflection list.
        What happened to negotiating for permission to ILL e-articles?

affected by testosterone,'" by Paola Sapienza, Luigi Zingales and Dario
Maestripieri

Please reply off-list to save the email boxes of those not involved. ;-)
We can pay via IFM if need be on this one - in that case please indicate

what the cost would be.
