Hi Everyone,
As promised, below are all the responses I've received to my question. Thank
you to everyone that responded, you're answers were very helpful in helping
us decide what is a fair amount to charge.

Hi Malynda-
Regardless of status, CCH charges our patrons IF there is a charge from the
providing library. Only for filled requests. Flat fees of $5.00 per
article and $10 per monograph.
The charge is added to the circulation account, with a note to reference the
ILLiad TN.

I am thinking that you’re asking if we charge back to patrons? No, at this
time we do not charge our patrons from the university for ILL requests.
We do some ILL work for the local USGS office and we do charge them. The
fees vary: one rate for within our university system, another for borrowing
within the state, and another for borrowing outside the state. And we also
charge back to them any fees that are assessed by the lenders.

We are a Health Sciences library and charge a flat fee of $5.00 for ILL
books and articles. It's a flat
$5.00 for all Health Affairs affiliates (students, faculty and staff).
For Document Delivery (items we own) we charge $5.00 for articles. So
basically, we are advertising, "whether we own it or not it's $5.00."
This is for our Health Affairs people.
We charge other libraries, $8.00 for instate libraries and $11.00 for out of
state libraries.
Corporations are higher.

We do not charge our patrons for our service. If the lending institution
charges a fee, the student requesting the item pays that fee. MSU pays
those fees for faculty and staff up to $100 per semester.

We charge $11.00 of DOCLINE regardless of type of ILL. We will fill only
for libraries that participate in EFTS, a fund transfer system. In the rare
occasions where we bill for ILLs (usually emergencys), we charge $20.
On OCLC, since the administrative workload is greater, we charge $20 for
journal articles, and $25 for books/AVs, using IFM as apayment mechansim.
If the library does not complete the IFM transaction correctly, we invoice,
charging $5 more for each item.
We loan mostly journal articles electronically, so the length is not
relevant, and we routinely fill within one working day. Our charges are to

increase. Libraries notice good service, and are willing to pay for it.

We charge all our users a flat fee of $2.00 per item supplied. This way
they know at the outset that they risk being charged a modest fee for any
item they request, and it’s easy for us to assign a charge when we supply an
item. We’re a small institution and no money changes hands, no invoices to
be printed and sent, etc.; all charges are paid to the library from
institutional accounts (i.e., grants, departmental accounts, etc.) via
monthly interdepartmental transfer (IDT).
We came up with the $2.00 fee a couple of years ago by totaling all the
non-personnel costs of operating our ILL/Document Delivery service and
dividing it by the average number of ILL and Document Delivery items
supplied to our users, then rounding up to the nearest dollar. We’re a net
lender, so lending credits generally cover charges from other libraries, so
we do not pass these on to our users.
I suspect it’s a lot more complicated in an academic setting. Good luck.

We charge our patrons $2.00 per filled ILL request, whether it's for
photocopies or returnables. If we can't get the item, we don't charge.
If the only lenders we can locate charge a fee, we give the patron the
option to pay the lending fee in addition to the $2.00 fee. Most say no,
but we'll order the item for those who agree to it.

We charge (accepting payment via IFM only) what other libraries would
charge us for loans and copies- but welcome reciprocal agreements. We-of
course- do not charge other LVIS, S06, FLIN, or NEFLIN libraries.
We've been doing this for almost a year. I still find it amazing the number
of libraries who charge others but set their max cost at $0. We have a
default note in our conditionals indicating that we charge what they charge
and only accept payment via IFM. There are half a dozen libraries that
charge but continue to ask us for items with a max cost of $0 on a fairly
regular basis. I've blocked them in ILLiad so I can conditional the
requests AGAIN with the same message.

We charge a flat cost recovery fee per item (regardless of format), rather
than per page. The fee is greater for patrons that are not affiliated with
our university. We do not charge a fee for unfilled requests. We charge
extra for "Rush" requests that involve a quicker turnaround time.

Here at the University at Buffalo, we do charge institutions unless they are
SUNY affiliates, or belong to our local library council, or have a
reciprocal agreement with us. Each of our library units charges flat fees
(but they do vary). Some units used to charge per page fees, but
ultimately, we decided that was just extra work. Depending on the library
we charge for loans/copies (up to 50 pages) $11.00 or $15.00 for academic,
$20.00 for corporate. For multiple volumes or AV material we may charge
more. We also charge more for international borrowers, $25.00 plus postage.

By “charge for ILL requests”, I’m not sure if you mean our own patrons or
other libraries we lend to. To answer both, we do not charge users from our
institution for whom we request items from outside libraries. If a library
charges us, we as the library cover the cost for our patron. We list on our
request form that our max cost is $30.00.
With the exception of our reciprocal agreements, we charge $11.00 as a flat
fee for items (articles/books mostly) that we deliver to other libraries. We
do not charge extra for rush requests or number of pages over a certain
limit (our policy specifies 1-50 pages, but we aren’t super strict about
that). If we receive a request with the max cost as $0, we route it on.

Hi,
Alaska State Library is a member of LVIS and an AM/BCR lending agreement
signer. We do not charge other members of these groups or in-state libraries
for our services. We woud charge LVIS or AM/BCR members for photocopies over
50 pages at .25/pg.
We have a flat loan fee of $10. Our photocopy fee is $5.00 plus .25/pg. We
bill via IFM or invoice if necessary.
I have never heard of charging if a request comes back unfilled - who would
we charge?
The only other instances we charge for are lost or badly damaged books.

We charge *students* (not faculty) $1 per item *received*, article (of any
length) or book, picked up or not. There is no charge for just making the
request, so if it’s unfilled there is no charge.
If the only option for obtaining the item goes above the amount we, the
library, are willing to pay (either charges from the other library and/or
copyright), we ask the student if they are willing to pay that additional
cost to get the item. If so, we proceed. If not, we don’t get the item. We
do a lot of searching & digging to find libraries that won’t charge, or to
find which ones would charge the least.
Where it gets interesting is with faculty, whom we never charge. We have a
very limited budget to absorb the extra costs that may be associated with
getting an item. As ILL requests continue to grow here (we just implemented
ILLiad this summer), we’re starting to see copyright charges come into play.
I know some places have departmental budgets for their faculty’s ILL
expenses, but so far we’re not seeing that.
The only other situation when we charge is for overdues. Again, students
only and it’s 50 cents a day with a 5 day grace period on the date we give
them (which is 5 days before the loaning library’s due date).

We don’t charge for most requests because we are LVIS and have reciprocal
agreements, but we do charge those who charge us. We do have a flat fee of
$12.00 for those libraries. We also use IFM if possible. No charges if
the request
comes back unfilled. I can’t think of any other situations in which we
charge.
