[ILL-L] copyright fees for patrons

One thing to consider when deciding how often to pay your CCC bill is
the fact that copyright fees can change throughout the year.  CCC
calculates your copyright bill based on what the copyright fees are on
the date they process your bill, not the date you obtained the articles
in question.  If a fee increases between the time you obtain an article
and the time you pay your bill, you're stuck paying the increased fee.
We pay our copyright bill on a monthly basis to minimize the likelihood
of this happening.

We pay yearly by entering the requests over 5 and over
1 per issue at the CCC website.  I have discussed this
with CCC and they have no problems with this.  I did a
study for 2008 and found copyright cheaper than purchase.
