You should be able to do it by creating a local holdings record and setting
the 08 field appropriately.

Subject: [ILL-L] Deflection of Individual Titles
Is there a way to change our holdings in OCLC so that requests for
particular records (for example, reference books) will be automatically
deflected or not shown short of removing our holdings from the system?
I know in our serials collection on OCLC I can indicate whether I will copy
or loan a title, and I wondered if a similar setting existed for book
records.
