[ILL-L] copyright clearing center question

Material published prior to 1923 is in the public domain. No copyright
payment is due on material in the public domain.

You don't need to pay prior to requesting. As far as I know, many libraries
wait and report all usage monthly, or at the end of the calendar year. If
you have budgetary concerns, or are passing on costs to the patron, it may
be simpler to pay as you go in cases where payments are due.
