[ILL-L] copyright clearing center question

Hi all, I need input about obtaining copyright for an ILL article.

A patron is requesting a 2nd article out of a journal issue. As I understand CCL and rule of two, a 
2nd article for the same patron out of the same issue means copyright needs to be obtained. Date of 
issue is 1913.

I've gone to the Copyright Clearance Center and it seems pretty straightforward to submit a 
request. I'm hoping they'll bill, because I have no credit card to use. Does payment of copyright 
have to precede requesting a photocopy? And, may we pass the charge along to our patron? I imagine 
I'll just keep a paper record of payment along with the ILL request.

We request a small number of articles per year and this is the first time I've had to obtain 
copyright. And, I could be all wrong about how to go about it.
