[ILL-L] help - need a report Any help will be appreciated

Have you contacted the places that WorldCat lists as owning this-the Naval War College in Rhode Island and the US Naval Academy in Maryland  (the third place apparently is a non-supplier)?  I don't know whether they'll lend this, but if it's only 32 pages, maybe they'll photocopy?

 

If you need contact information for them, please e-mail me offlist.  If you've already tried them, I'm afraid I don't have any other ideas.
