[ILL-L] 2006 Census Bureau Technical Paper

Hello all,

Apologies if this is a duplicate message.  I thought I posted it yesterday, but haven't seen it in my in box.  

We have a request for:

The impact of the SIC-NAICS conversion on industrial organization metrics: evidence building from establishment data
Authors: Ellison, Glenn and Glaeser, Edward L.,and Kerr, William

which our patron says is a 2006 Census Bureau Technical Paper.  

We've had no luck requesting on OCLC 2667066:
Title: Technical paper.
Corp Author(s): United States.; Bureau of the Census. 

and I can't tell whether it's because our citation is bad, or the libraries we've asked don't have paper holdings that recent, or what.  I've also been all over Google and the Census Bureau website with no luck.   I know a lot of libraries with gov docs don't have them all in their catalogs.  Does anyone have a lead on this one?
