[ILL-L] Damaged/Lost Materials in US Mail

We, too, noticed a sudden increase in amount of items lost in the USPS. Even more alarming was the way they notified us. A rare book went out and never came back. My loyal assistant sent it out in a brand new Jiffy bubble bag and the USPS cut with an exacto knife a near perfect rectangle around our Library Mail label with a 1/4" bag border in pristine condition and proceeded to tell us that the bag and contents were destroyed. How can that be when the label and surrounding bag appeared to be so clean?? We could not afford to replace that item as it is out of print and almost $250.00 to purchase another used copy. This took place in November, 2008. Two weeks later, a DVD was declared destroyed and we mailed it in mailer box. Again, we received a nicely cut portion of the box surrounding the mail label and all was in very good shape. Merry Christmas to someone!

The new hires in USPS make more than double of my salary and feel entitled to steal or discard other materials at random and/or take very poor care of others' property. If we have to insure each item or rely on other delivery services, our lending will be restricted to a slow trickle.

Thank you for sharing your concerns and thought provoking suggestions to this dilemma, everyone! I was beginning to think these were isolated instances.

During my recent trip back to China, I was asked to bring back a few copies of a book about a Chinese scholar, Tao Xingzhi, to libraries in this country as gift. Mr Tao had studied under John Dewey at Teacher's college of Columbia University, and at University of Illinois in early 20th century. Please read the attached links for more info, Tao's name appears in various ways as he changed the name and there are different ways to spell it too.

The book title is: Tao Xingzhi and China's Modernization, (2007), which is the outcome of years long research project of Tao's life, social background of his day and his influence on China's education and society. I was asked specifically to give a copy to a Columbia University library. As the book is in Chinese, I wonder if I should send it to Teacher's College library, or to East Asian library. I have received packages in the mail whose damage was clearly caused by the USPS. The most recent package was soaked in motor oil, and ripped. The oil had managed to get past the bubble wrap and soak the book. I knew before I went to the post office to complain what their answer would be. Sure enough, they replied that if the pkg was not insured, I had no recourse. No apologies were made. Libraries are caught between a rock (no money to pay for insuring every pkg) and a hard place (USPS). The ultimate question to be asked is, not how many pkgs arrive damaged, but can libraries, en mass, affect a change so that the USPS is held accountable for damage caused by them, whether the item is insured or not. Otherwise, libraries that are not on courier routes, are at the mercy of the USPS, unless we have a ton of money to spend on insuring everything, or send by UPS.

Have other institutions noticed an increase regarding this issue?  Currently we only insure a portion of our packages so we are paying for the lost/damaged materials in accordance with the ALA Interlibrary Loan Code.  I am just curious, are others experiencing this?

Does anyone know the average cost to a library to reserve (and supply) a book?


I often compare ILL to reserving a book at the library:
    person not find what wanted
    person tells library person what it wanted
    when library gets item, person is notified

I'm wanting to determine the difference for a presentation in May where I discuss the similarities and differences in the two services.

I am trying to improve the Custom Lending Groups at our library.  As of now we have the groups that we are a member of (LVIS, BCR, and BCRC).  We are a free lender to anyone -and I know that there are many others, outside of our current groups, that are also free -or reciprocal (free if the borrowing institution is free).  How can I get a general list of other lenders that are free to anyone -or reciprocal in this way?  Is there an official list of this kind posted anywhere?  I have been collecting free lenders as I find them -but it is rather slow going!

Any suggestions are much appreciated.

THis doesn't answer your question, but another reciprocal group you might consider is a joint BCR/AMIGOS reciprocal group. Referred to as BCAM to BCR members and AMBC for Amigos libraries.

We always write the RI on the mailing label for every item we lend or return.  Often, all I get back is the mailing label and a piece of the packaging.  We've had to pay replacement costs for three items in the past four months.

We are currently in the process of paying for 3 separate items that were lost in the US mail just since the beginning of the year, and we generally only "lose" 2-3 items per year total. So yes, we're seeing an increase in lost items thus far this year.

There seems to be a slight increase this year in books that have never reached us or packages received when the book is coming out-though the latter may not be USPS's fault (in one case a large book was in a manila envelope).

 

Insuring every package would be too expensive for us, but we do insure or send by UPS books that look valuable or hard to replace, both returning other library's books and sending our own.  Most of the books we borrow or lend are fairly common.  (Obviously, if the other library asks us to return a book insured, we always do; I'm talking about cases where the other library sends the book by Library Rate but I suspect it would be hard to replace; we have some patrons who seem always to order books held by only a few libraries.)

Hi Carrie (et al),

 

I work at a very small campus, so it is easier for me to provide services like this than it is for larger campuses and institutions.
Sorry for letting my inner grouch out on Friday.  To tell the truth, I've never seen a patron use a single form for multiple items and also would find it very humorous!  :-)

I'm not sure why, from a patron's point of view, that the patron would know or need to know about how we need to make separate requests to get the items from different libraries for them. If, for some reason, your system is set up in such a way that is impossible for you cancel the request and make separate ones, then I understand. It also seems reasonable to send the patron a note asking for separate requests in the future. However, I don't see an advantage in forcing our patrons do something that would be a convenience for us but is not a necessity for them. After all, I'm the one getting paid to help the patron, right (not the patron getting paid to help me)?

Agreed!  When we had paper forms I would flatly refuse to fill them out for people unless the patron has a physical disability.  Much to the dismay of a small portion of our patrons, laziness did not count.

Well, it saves THEM time.  I think I''ve already told the story of the patron who requested 126 items simultaneously--but only filled out one form.  When I explained we needed one form per request, he told me, "YOU fill them out."  (So I did.)

So here is one for you:



I just got a request from a patron who used one request form for five different books.  They listed all the book titles in the title line of the form and just separated them using commas.  Brilliant!

I've searched the admin module of FirstSearch and want to make sure I didn't miss this...

 

Can we control the number of overdue days before a title appears in the Special Messages file?  It defaults to 14 days - can we change this, for example, to 3 days?  Thanks for your help!

 

OCLC - if we can't change it, could this be considered in the future?
