[ILL-L] ILL staff as missing materials detectives

We report records where every copy is lost, missing, discarded, or vamoosed to Cataloging so that our holdings record can be taken out of WorldCat. A copy of that spreadsheet goes to our Main Library selectors for ordering consideration and gap identification.
I provide other Collection Development type spreadsheets (like frequently requested titles on ILL) but the library doesn't have money for purchasing these books. It's too bad. ILL is an underused tool that would enable selectors to pinpoint customer interests and gaps in the collection.

ILL folk-
In your institutions do you or your staff get the additional responsibility
to track down and/or report 'missing items'?
Some of my ILL requests are initiated by readers who fail to locate
items in the local catalog and subsequently are referred to ILL by
other staff. I usually try to followup and find our 'missing' item before
I attempt to borrow it. If I too cannot locate it, I will ask that the branch
manager be notified and mark it missing in the OPAC or possibly re-order.
If its at the headquarters branch where I am located I will print a bib
record and give it to my boss, the reference head.
Please offer your experience and the official policy or procedures for
handling this universal problem?
