[ILL-L] Question on reciprocal charging policies

Recently, I've come across several lending policies that state "We charge what you charge" but then go on to say "If you charge us, we charge x amount" ("X amount" is almost always $10.00 or more.) Since my library only charges $5.00 to non-consortial/non RA libraries, I can never figure out what we are going to be charged. It makes it very difficult to place these libraries in my custom holdings groups. Should I simply assume that we will be charged the stated amount, even though we charge less?
