[ILL-L] Requesting from Deutsche National Bibliothek and BRI

Will someone take pity on a (relative) newbie and point me toward some info on requesting items from the Deutsche National Bibliothek?  Is it possible? How do you contact them, etc.?  I have a faculty member who needs an article from a newsletter it looks like only they own.

I'd also appreciate any explanation on ordering from BRI (British Library).  I recently placed a request via OCLC w/ them, but rec'd message that we needed to register with them (http://www.bl.uk/reshelp/atyourdesk/docsupply/help/register/registrationform.pdf).  My supervisor and I were a little unclear why they needed bank information (p.2), so I ended up cancelling the request.  The item was not available via their British Library Direct service.  If you register w/ them, can future requests be handled via OCLC or do you need to use their system?
