One other point that might be considered.  When a library
offers ILLoan to non-primary clientele, it affects not
only the staff at the borrowing library but also staff at
the lending library.  I don't mind allocating staff time
in "my" library to support ILLoan services but I feel a
bit presumptuous/intrusive when it takes up the time of
staff at other libraries.  Bob D.
