[ILL-L] ILL for courtesy borrowers

I'm invoking SANCTUARY here.  Yes- I know this if off-topic- somewhat.

 

Possibly- there was a technicality used to get around this.  If they had
e-cards, they were (technically) the library's clientele.  Looking at
the form's set-up (http://jpl.coj.net/lib/ecardappform.html ) it looks
like you have to live in the US -though I suppose someone could -ummmmm-
LIE about the information they give and then lie about it being true or
not.  The e-card isn't permanent.  It expires in 3 years and they can
re-apply.  And THAT is all I can tell you about it.  I have a call in to
the Admin person who set it up, though, and will answer you off-list.

How do you get around the licensing agreements of databases.  Most of
them limit access to the library's clientele.  If they aren't eligible
for a regular library card, how can they be eligible for an e-card?  Can
just anyone (even someone in China), get an ecard?

On a slightly different tack- we offer an e-card that allows a user who
is not eligible for a Jacksonville Public Library card access to our
electronic resources (magazine and newspaper databases, encyclopedias,
our Special Collections, and downloadable audio) -but not the physical
holdings of our library.  More info at:

Somewhat similar to Arthur's case- we will have customers register for
an ILLiad account who have been barred on their regular library card
account.  If they're not eligible to use their card to check out books
or use library services, they're not eligible to use ILL.

We, too, welcome community users at our college library, but to the
public library for ILL.  A couple of them have been persistent, and it
turned out their ILL privileges at the public library had been
suspended, presumably for either not returning books or returning them
long overdue.


I hope this doesn't seem discourteous to them.  I usually supply a
printout of the WorldCat record of the book they want, which I hope will
make things slightly easier for the public library.

We are a community college and although we do have borrowing privileges
for community borrowers, they are limited to our collection.  Should
they need interlibrary loan, we refer them to their local public library
for that service.
