[ILL-L] ILLoan for Courtesy Patrons

At UIC, we refer courtesy borrowers to their local, public
libraries for ILLoan.  Very often, they do not know that it
is a service offered by their own libraries, so this is an
opportunity to promote awareness of that and other library
services of which they may not be aware.

True, in many academic libraries there is taxpayer support
(but usually _way_ less than taxpayers realize!).  Helping
them become more aware of public library services will also
help when it comes to voting for library $ support.  Taxes
also support classes, but tuition is what allows people to
actually take the classes.  My taxes help pay for police
cars but I usually flag down a taxi when I need to a ride.
