[ILL-L] courtesy borrowers?

Being another community college, we also serve the community who helps pay the taxes...
 
At Harford Community College Library, we share our library catalog with the Harford County Public Library system. So in addition to serving our students, faculty, and staff, we do a great deal of borrowing and lending between our library and the libraries of the county public library branches, and books are sent by bag via courier everyday among the county branches and our library (we are not officially one of the branches). Requests of this nature are received by doing a "pull slip" each morning from our Library catalog, and I would guess the public library branches do something similar (we are all on Sirsi/Dynix Horizon, but the county public libraries also use a patron request system called Marina which we do not use). Patrons using their county library cards and their HCC Library cards can request items from any of the branches and our Library directly within our catalog. Most times items are sent by bag via courier, but patrons can also elect to pick up items at whichever library is close to them, and then check them out either with their county library card or their HCC Library card (depending on the item, location of pickup). This is one type of borrowing we do that is separate from Interlibrary Loan....
 
For Interlibrary Loan....
County residents (this is Harford county, any MD county, and out-of state as PA and DE are close by) may come to Harford Community College Library and receive an HCC Library County Resident card at no charge. For students, faculty, and staff, our ID cards are also our HCC Library cards. Any HCC Library card status may request Interlibrary Loan. All status currently have the same requirements: max of 5 ILL requests per week, they are responsible for their own borrowing costs and are responsible for any costs of damage or lost to an item. However, around 2005 we instituted a $3 processing fee per request for the county resident status, due to a limited number of ILL staff (just me for borrowing and a colleague does lending) and a growing increase of in depth time-consuming research ILL requests lists which began coming each week. These ILL policies are listed on our Library webpage. We are currently working redo the Library webpage overall, and when that is completed will also hopefully better explain our reciprocal borrowing with county public library branches and Interlibrary Loan as instead a main link of "Borrow from Another Library", which will separate into "Borrow Within Harford County" and "Borrow Outside Harford County."

At Cuesta Community College,   we allow community members who register for a card full access to the catalog and two active ILL requests at a time (we pass along any fees involved).  We do not advertise this policy to the general public.  I think I get under ten community member ILL requests annually.  Our philosophy is, if they come, we will not turn them away, because they pay the taxes.
