[ILL-L] courtesy borrowers?

At Cuesta Community College,   we allow community members who register
for a card full access to the catalog and two active ILL requests at a
time (we pass along any fees involved).  We do not advertise this policy
to the general public.  I think I get under ten community member ILL
requests annually.  Our philosophy is, if they come, we will not turn
them away, because they pay the taxes.
