[ILL-L] courtesy borrowers?

Hi!  I'm trying to find an academic library that allows interlibrary
loan for courtesy borrowers.  If not all courtesy borrowers, are their
specific groups that you make exceptions for?

 

My general understanding is that this is not a common practice.  But, I
wonder if anyone is rethinking this policy.
