Elizabeth,
The Federal Register is generally published Monday-Friday (not on legal
holidays), and its citation is to the volume number (one volume per
year) and the page number. For example, the current volume is 74, so a
citation for something published this year in the Federal Register would
be 74 Federal Register [page number]. The page numbers can be high--the
2006 volume exceeded 80,000 pages. One consults the Federal Register
for proposed rules and regulations. Though final rules are also
published in the Federal Register, they are not codified.
The Code of Federal Regulations, on the other hand, is a codification of
the rules that were first published in the Federal Register. That means
that all the regulations on a particular subject are collocated. The
CFR is organized into 50 titles. For example, Title 7 contains
regulations related to Agriculture. A citation to the CFR consists of
the volume number and the section specifically cited. For example, 7
CFR Section 8.9 addresses the use of the 4-H name or emblem in
fundraising. A full citation for that would also include the date, as
in 7 CFR Section 8.9 (2008).
At first glance, your patron's request [CFR 14 part 43 NPRM (Notice of
Proposed Rulemaking) 1963] is a little confusing--because it's a notice
of proposed rulemaking, I would expect the patron to be seeking
something from the Federal Register. But is 1963 the page number or the
year? If I encountered this as a reference question (say from a student
trying to find the document), I would have to ask a few questions to
tease out exactly what is needed. For example, it is difficult to
consult an index without knowing the subject matter. (Though Title 14
is Aeronautics and Space, and Part 43 is General Operation Rules, at
least in the CFR published in 1963.)
The Government Printing Office (www.gpoaccess.gov) provides access to
recent Federal Register and Code of Federal Regulations pages in PDF
format, and that may be worth consulting.

Subject: [ILL-L] Federal Register requests
Hello!
I thought I would go ahead and ask this question on this
listserv since it may help others. I don't initiate may Federal
Register requests through ILL, but I get them from time to time. Can
anyone out here in ILL-Land give advice on the best way to make the
CFR/Federal Register requests? If I knew the preferences from libraries
that get these requests regularly, then I would be better prepared in
telling my patrons what information they need to give me.
For example, I received this as a request:
CFR 14 part 43 NPRM (Notice of Proposed Rulemaking) 1963
Is this all I need in order to make the request? Is there any
additional information that may be helpful? And can anyone recommend
the best Federal Register record on OCLC? Right now I'm looking at
#1768512 - but maybe there are other records that would be better?
If all I have to do is put the above information as the article
title onto the OCLC record #1768512, then that would be great - but I
don't want to make that assumption.
