[ILL-L] Federal Register requests

Hello!
 
I thought I would go ahead and ask this question on this listserv since
it may help others.  I don't initiate may Federal Register requests
through ILL, but I get them from time to time.  Can anyone out here in
ILL-Land give advice on the best way to make the CFR/Federal Register
requests?  If I knew the preferences from libraries that get these
requests regularly, then I would be better prepared in telling my
patrons what information they need to give me.
 
For example, I received this as a request:
 
CFR 14 part 43 NPRM (Notice of Proposed Rulemaking) 1963
 
Is this all I need in order to make the request?  Is there any
additional information that may be helpful?  And can anyone recommend
the best Federal Register record on OCLC?  Right now I'm looking at
#1768512 - but maybe there are other records that would be better?  
 
If all I have to do is put the above information as the article title
onto the OCLC record #1768512, then that would be great - but I don't
want to make that assumption.
