[ILL-L] Embargo and fill rates

I would caution against assuming that lack of a holdings statement is an
indication that the holdings are electronic. I've notice many libraries
still don't have holdings associated with their serials records. Without
batch-loading, entering holdings for all the serials of any mid- to
large-size academic library is a massive undertaking. With batch-loading,
the initial input is easy (or at least easier), but then corrections to the
inevitable mistakes can take months or even years.

I think that many holdings for electronic serials are not listed because
OCLC offered the option of putting a library on record as an owner through
their serial solutions, etc., holdings. I understand that many libraries did
this for their own patrons: their patrons would see in WorldCat that their
library owned the title, then they would go to their local catalogs to get
the dates they owned.
When I see no holdings listed, I assume it's in electronic form, and that
they don't have permission to lend it. OCLC can put the holdings on also,
but the embargo, etc., make it complicated. Do others agree with these
impressions?
