[ILL-L] Embargo and fill rates

Just some numbers, to back up my hunch that this is most of our reasons for
canceling article requests:

78 of our 275 canceled article lending requests for this past year were for
"Holdings end before," which is what I select when canceling because of an
embargo in the databases (which is also added to the note).  A total of 192
of the 275 (about 70%) were due to holdings issues - end before, start
after, etc.

So anything we could do to get electronic holdings present and reflecting
embargoes would be fantastic.
