[ILL-L] Foregoing bookstraps in favor of simply inserting paperwork inside books

For ILL loaned books we currently just put a printout of the ILL request in
the book.  For ILL borrowed books we put a "form" inside with patron's name,
due date, etc.  For items we borrow and loan thru MeLCat, our state "ILL"
service, we use bookbands for borrowing and lending.  Depending on the
patron, sometimes everything comes back the same we gave it to them.
Sometimes the "form" is gone, sometimes the bookbands are removed.  Either
way, we can easily figure out what to do with the items.  If it's ILL, we
have the title of the item and can locate our paperwork.  If it's MeLCat, we
have the barcodes, and those rarely, if never, come off.  In the case of
borrowed ILL books, any loose paperwork sent with the books is attached with
our paperwork and goes into a file.  This way we won't loose paperwork that
needs to be returned or mailing labels.  Yes, we still have paper files.
Once we move to a management system, like Illiad, we will probably still
keep a small file of these enclosed papers since I don't trust that they
will come back.
