Yes, I think they would be deflected. I think you can deflect by setting up a general rule, or you can deflect item by item by putting these settings on the individual items,

I am not an expert at this and I'm not sure how many titles public libraries would be looking at but could a local holdings record with the 008 data element 20 set to "b" be helpful?

Setting it to "b" means that you do not lend the item on ILL.  My understanding is that ILL requests for that item would be deflected.  

Coming from the academic side, I don't always know what the latest hot item is for the public libraries.

Yes- this is why some of us think "Are you kidding?" would be a good "reason for no".   We've been hit by requests for other movie-related books like Revolutionary Road and Slumdog Millionaire. and anything from theTwilight series.  We have gazillions of holds to fill from our own customers for these books. Somehow- just giving "checked out" as the reason for no doesn't cut it.  It's very likely that these books won't be available from us from months to come.

Especially because it's available new in paperback for $6.04 from Amazon,
for even less used.  It costs lots more in staff time for an ILL staff
member to open, read and process the request than it would to buy the
paperback.  I have had five requests for Twilight in the last few weeks.  I
was successful a few times.  We don't tell our users they can't order
popular fiction, but with budgets being the way they are in New York and
other states, I wonder if we are too liberal.

Hello all-
After saying NO to several requests for Twilight each day, I've decided to
make an announcement to this list.  EMU's copy of Twilight by Stephenie
Meyer is LOST and we cannot supply it via ILL.  I do not know if we will
replace it or not, but in the mean time, please do not put EMU in your
lender strings for this book.  I realize that this is a very popular book
right now, and the waiting lists at public libraries are long.
