[ILL-L] conference proceedings

Hi ,
A teacher is looking for the following article from conference proceedings. I've looked in WorldCat and BL but can't find it.
Google Scholar gave me the citation only. I also perused the proceedings websites recently mentioned on this forum but to no avail.
