It may be that some of the requests you're getting are unmediated or
someone made a mistake when requesting the format.  I recall a
conversation with a librarian who decided to act as a mediator for her
customer demanding to know why we cancelled her request.  We both looked
at the WorldCat record. The request was for an electronic resource.
She'd overlooked that when she made the request for her customer.  In
this case, we caught it before it went out on OCLC.

In these cases, I've been e-mailing the library to let them know that
the item they requested is an e-book; I give them an OCLC accession
number for the print version and suggest that they may want to cancel
their request and send another for the hard copy.  Or, if there's no
e-mail address, we conditional.  If we reply "No," up to four more
libraries will get the request.
 
I assume that most ILL librarians know that it's better to request a
hard copy than an e-book, and that requests for e-books are either slips
or direct requests from patrons.  Or am I missing something?
 
If a library wants a chapter from an e-book, that's understandable; but
as I recall, there's some uncertainty whether that's legal if not
specified in the license?

Any consensus on the best option to use when rejecting a request for an
item only held in eBook form?

 

I have been using "Not licensed to fill" but wonder if another category
would be better.

On the Monday after the first Sunday in Lent, before brethren come into
the chapter house, the librarian shall have a carpet laid down and all
the books got together upon it, except those which the year previous had
been assigned for reading. These the brethren are to bring with them,
when they come into the chapter house, each his book in his hand. Then
the librarian shall read a statement as to the manner in which brethren
have had books during the past year. As each brother hears his name
pronounced, he is to give back the book which has been entrusted to him
for reading; and he whose conscience accuses him of not having read
through the book which he had received, is to fall on his face, confess

fresh distribution of books, namely a different volume to each brother
for his reading.
