When I have exhausted all possible lenders for an item, I look again at the responses given. I then check the catalogs of those libraries that replied 'in use' and resend only if a copy is in 'available' status. (This is one of better changes made by OCLC; it is easy to link into other libraries catalogs .) If the only possible lender had their copy on course reserve, I would tell my patron that, and let them know that we might be able to try again in 3 or 6 or 12 months.
I don't revisit any library that has replied 'Noncirc' or given any other reply that could be interpreted as permanently unavailable for loan.

I should probably have clarified that I'm talking about "course reserve." But now that I read your message, I'm realizing that maybe the original Reason was talking about reserve/holds for patrons. And maybe it doesn't make any difference to the borrowing library, although if I knew something was on course reserve for a whole semester, I would know not to ask that library again in a few weeks.

We are a public library and don't have items 'on reserve'. However, we would consider 'in use' as an appropriate response for an item in this status.
For us as borrowers, whether it is held in reserve for your patrons or is checked out to one of your patron, the item is not available to us.

Maybe this gripe has already been shared, but lately I've been annoyed by the disappearance of "on reserve" as a Reason for No. Does anybody know the rationale for taking it away? None of the existing options really communicates the reason I can't send the item, but I've been using "in use on loan" just because I hate to use "other." What are other folks doing in this situation?
