[ILL-L] Reasons for no - On Reserve

I usually reply "Non-Circulating" for any item that we can't send out via
ILL.  This would include Reserves, Reference, AV too heavily used here, and
items newer than 6 months.  Using "in use on loan" may not be the best
choice for reserve items.  People might think the item will be available to
borrow in 2 to 3 weeks and ask for it again, if they have not received from
another library in the mean time.

I also don't like the choice of "branch policy problem".  We don't have any
branches, just one library, but there is no longer a choice of just "policy
problem", which I would use when it was an item that was newer than 6
months.
