[ILL-L] HELP IN LOCATING

I am trying to locate a particular volume from a series.  Before I search individual catalogs from the holdings list for the OCLC record, I thought I would ask the list first.  Maybe someone will have it (?)

OCLC: 11088223.  Title: Stenograficheskii otchet.  Moskva, Gos. izd-vo polit. lit-ry. 1918-

We are looking for the 16th Congress, 1930, Part I (published 1931).  We have managed to borrow Part II, but the supplying library did not have Part I.
