[ILL-L] Replacement fees

This is something that we're going to try out beginning this semester.
 We currently have the default fee set to $150 (scare tactic mostly)
and plan on contacting the lender once the patron has assured us that
they actually have lost the book.  What happens for us 98% of the time
is that the patron wants to just keep the book...until we tell them
what it will cost.
