[ILL-L] Copyright question

I have an overseas patron who needs a thesis that we, and only we, have.
I understand that I can't really copy the whole thing without the
author's permission, but I have no idea where the author might be (the
thesis is a master's thesis from 1981) and the advisor listed is, I am
fairly certain, deceased.  We don't loan things overseas, but how much
can I legally copy and email?
