[ILL-L] article Help

Interesting.  WorldCat has two records for this periodical; one (the microfilm) gives the publication dates as 1981-1982, the other gives the publication dates as 1981-    but from the holdings informations it looks as if it didn't get beyond volume 2.  Of the libraries thatshow their holdings, 25 libraries stop at volume 2 (the University of Southern Mississippi WorldCat record sys theyhave vol 1-3 but their online catalog says they only have vols. 1-2; Howard University gives the holdings as 1981-    but their online catalog doesn't show anything for this title).  I though maybe the title had changed, but I don't see any indication of that.
 
I suspect that this journal only reached volume 2, and either the citation is incorrect (though volume 3 WOULD have been 1983) or this article was scheduled to be published in volume 3--except that Health Policy Quarterly never made it to 1983.  
 
I see PsycINFO indexes this journal for volumes 1-2 but has nothing beyond volume 2.  I can't find this article in PsycINFO or MEDLINE or CINAHL.
 
If anyone finds anything different, I'd be interested to hear.
