It sounds like they mean primarily the commercial document suppliers
that charge for each article, but I guess a publisher is commercial - I
would consider them separately, but I guess they both mean you couldn't
get the article from another library and had to pay for it, either
directly or through a third party,

I've been asked to compile statistics for an American Library Survey.
One category requested is Documents Received from Commercial Services.
What would y'all consider commercial services?  Would that include
articles purchased from publishers?  After one year in ILL, I'm still
learning!
