[ILL-L] cost increase

Effective March 1, 2009, the Sibley Music Library (RES) will be changing
our lending rates. After that date all loans and article photocopies (or
Odyssey scans) will be assessed a flat $20/transaction fee. As always,
IFM is preferred.
