Sometimes that decision is made without consulting ILL.

I assume you mean don't attach them if you can't lend them: we're
planning to put in the electronic holdings only that we can lend. Some
libraries put them in to alert thier patrons using WorldCat that their
library owns them in some form, and then the patron goes to their
serials solutions, etc., page.

As a borrower, I beg of you, please do not attach your electronic
holdings to the print OCLC records. Because of the uncertainty of ILL
permissions with electronic resources, I always choose the print
records. It drives me up the wall when it turns out that most of the
holdings are actually electronic.
