[ILL-L] requests for the same item

Our library does not purchase material for the departments. Each department has its own book budget. They make a list of the books they want in priority order. We order for them until the budget is gone. We do not make the choices. The library only has money for reference materials and library specific materials.

Can you put in the DVD purchase request to the library yourself? I agree with Arthur that buying it would be the best solution.

We have a faculty member that has requested the same DVD for the second time in less than a year. This time she stated that we should just make copies because she will probably need it every year. I cannot find anything concerning how many times a person can request the same item. It seems to violate the spirit of the purpose of Interlibrary Loan, at a minimum, even if there is not regulation against it. We have suggested that she request the department include it in their book order.
Does anyone know of any regulation concerning this? How would your department deal with it?
