[ILL-L] ILL charge policy

We charge what fee-based lenders charge. We continue NOT to charge free
lenders, SL#N, S06, FLIN, and LVIS members as well as libraries who have
reciprocal arrangements with us. We only accept IFM as payment. We have
been doing this just since 12/15/2009. As of January 31, $236 has been
credited to our OCLC account.

Apart from the credits to our OCLC bill,  we have gained some reciprocal
arrangements-- though not as many as I'd hoped for.  Since our customers
have to pay any borrowing charges, this benefits them.  Some of the fee
based lenders were very demanding when they borrowed from us for free.
Now, we don't get requests from them- or- if we do- at least the library
is getting some monetary benefit out of it.  With us, this was very much
a matter of fair play. We have a very generous 60 day loan period. We
had a lot of one-sided resource sharing arrangements going on prior to
12/15.  Some were understandably one-sided- to correctional facilities
or to libraries still dealing with disasters- and we didn't mind those.
But for those libraries that wanted us to lend items to them for free
but wanted to charge our customers, THAT we minded.
