[ILL-L] copying pages from a book

Either borrow the book or pay copyright fees.
As I understand it, the copyright law (section 108) allows libraries to copy specified amounts for free for their users via Interlibrary Loan. Beyond those limits, the library must pay royalties. The restrictions apply to the library; they don't specify what the library user may copy or possess.
Do others interpret this otherwise?

Hello,
Our patron is requesting 30 copied pages from a 48 page book that was published in 1989. The owning library says they can only send p. 1-13 under copyright law. Is there a way we can get the rest of the pages for our patron?
