I have received many PDFs of dissertations we requested using the hard copy OCLC record. Many institutions have them available in PDF.

By the way, last Saturday I got an ILL request from a faculty member who wanted a 1996 dissertation, and requested me to send him an electronic copy--PDF or Word.
I replied that either we could try to get a hard copy on ILL, or he could purchase a PDF for $32 through Dissertation Abstracts, so he decided a hard copy would be acceptable, since he didn't want to pay anything (though he has no problem with our paying).
I've been wondering--did he think that nowadays other libraries supplied dissertations electronically on ILL, or did he think we would get the dissertation and then scan it and send it to him? (I wouldn't be surprised if it were the latter. We had one patron who ordered a 320-page book on microfilm--and knew it would be on microfilm--then wanted me to print out the entire book for her within 24 hours. That was a public domain book from 1692, but still...)
