[ILL-L] Plea for Help with an ILLiad error message

Hi,

This morning when processing articles in "Electronic Delivery" the 
following error message popped up when I clicked on "deliver"

[10061] Connection Refused

Has anyone had this error message and most importantly what did you do 
to fix the problem.
