I think by Jiffy they mean the paper filled ones that send paper wll over when you cut them open, but they might refer to all bags?

I am new to ILL and almost brand-new to this list. About mailing things:
-Those of you who are frustrated with insufficient packaging have a right to be, I would think. Personally, I try to package things carefully, but if I ever missed another library's instructions by mistake and the item was damaged as a result, I would almost expect that my library would be billed for the item. So, the difficulty with the time that it takes to invoice someone notwithstanding, it seems a fair practice.
-I think it at least helps when libraries send paperwork or a sticker with the item if there are special return shipping instructions. The way our workflow is set up here in our small library, I print out the ILL request at the time I order it. If the item doesn't come with paperwork, it is easy for me to miss the return instructions while clicking "received" on the request in OCLC. Most libraries do seem to send paperwork, though.
-Also, a question: could someone please describe exactly what a "Jiffy bag" is to me? Is it those mailers that are stuffed with recycled paper and barf it all over if you cut them the wrong way? I'm confused about the definition because the bubble mailers we use also are from a company called "Jiffy." And when I first read "do not use jiffy bags" on almost every request I got, I thought for some reason that they were those personalized cloth zipper bags that typically don't come with any padding in them. So obviously, I need a clue :) Little help?
