I'm trying to cobble together a way to do ILL without incurring any extra costs (which, believe it or not, includes postage).  I think I've worked out the loan issue, since we are part of a larger consortium that uses a van to do delivery, but I'm stumped as to how to obtain articles (even though of course, there's usually no shipping if you send electronically).  One thing I was considering is having us join LVIS, but ONLY doing articles (I would set up a deflection).  But I'm not sure if other LVIS libraries would be okay with that.  So I'm checking.  PLEASE do feel free to reply to me only, since this doesn't involve all the other libraries out there.

We do not have Ariel, nor do we have any ILL automated software, so we'd have to send articles electronically, as well as receive them that way.

Does this seem do-able?
