[ILL-L] Difficult Requests

I tried a web search, but every reference was to a defunct web address, so I used the Internet Archive's WayBack Machine to locate a pdf of the article: http://web.archive.org/web/20030508093854/http://www.scot-homes.gov.uk/pdfs/pubs/260.pdf

I am having difficulties locating the 2 requests listed below.  Any
suggestions or assistance you could offer would be appreciated.

 

Chapman, M. and Kirk K. 2001. Lessons for Community Capacity Building: A
summary of the research evidence. Research review to Scottish Homes
(scothomes.gov.uk)

This journal is now named "Housing Research Review".  There is 1 library
in the US that has this (in OCLC).

 

 

Frankish, J. 2003. Conceptualisation and measurement of community
capacity, Applied Research and Analysis Directorate (ARAD) Canada
(www.hc.gc.ca <http://www.hc.gc.ca/> )

I couldn't get this website to work.  When I Googled it, I found this
website: www.hc-sc.gc.ca.  I used the search function to find the
article.  It says to request it through your libraries Interlibrary Loan
department, but I can't find it in OCLC anywhere. This is the direct
