This brings up a something I heard mentioned at a presentation and panel discussion two weeks ago.
A library leader, who shall remain nameless, was discussing trying to get OCLC interested in providing electronic rights management services to libraries because it is crazy for all of us to have staff members all reinventing the wheel when one entity could do it and sell it to the rest of us.
I jumped in and suggested talking to the ILL listserv to garner support.
I explained that three years ago, I could have gotten almost any article within two days, but now with more and more e-journal subscriptions and cancellation of print subscriptions, it is almost impossible to guarantee that. I have to locate Ariel & Odyssey libraries that own the print and request from them if I want to be sure of getting it in two days. Most of the time I can't, and when it's an e-journal subscription, I have to look at every library's OPAC to see if they mention ILL rights. If I can't find anyone who does, then I randomly pick libraries and hope for the best -- and contribute to the unhappiness of lenders who complain that I'm requesting something they can't lend -- but hey, how can I know that if I can't find it on OCLC or in the OPAC?!
I said we (we ILLers, that is) would love to have a better way of selecting libraries who have ejournals.
BTW, for those of you who want to see a great job of integrating licensing and the OPAC, take a look at WVU's serials listings. I discovered this a couple of weeks ago.

I get frustrated that it takes so much longer with ejournals to find the right lender, but with something like this, once I find it, I know if I can get it and an approximate delivery time -- electronic vs. fax vs. mail -- depending upon what's allowed.
I wish every library could do this, but it takes money and staff and time.

I have an "e-serial" title that has over 200 LVIS libraries listed in OCLC. Is there any quick way I can figure out which of these libraries can actually fill a request for an "e-serial" without going through over 200 libraries? I did check "Share ILL" and didn't find a list of e-serial lenders there.
Title is International Journal of Environmental Research and Public Health.
Any good tips for this type of situation are appreciated.
