It IS proper protocol. Go to the ALA ILL Code.
http://www.ala.org/ala/mgrps/divs/rusa/archive/protools/referenceguide/i
nterlibrary.cfm

4.9 The requesting library is responsible for borrowed material from the
time it leaves the supplying library until it has been returned to and
received by the supplying library. This includes all material shipped
directly to and/or returned by the user. If damage or loss occurs, the
requesting library is responsible for compensation or replacement, in
accordance with the preference of the supplying library.

You may find also this in the Texas ILL Code or the one for any regional
consortium.

Subject: [ILL-L] Lost book

Hi All,

A book we borrowed from another library never showed up. I requested and
was sent an invoice and sent it to the director to be paid. My
supervisor insists that this is not proper protocol. That we are not
responsible for the book since we never received it. I have seen it many
times on this listserv that borrowing libraries are responsible for the
book from the time it leaves their library until it is safely back in
that library. Where can I find this documentation?. I've looked on OCLC
resource sharing but haven't found what I'm looking for. Any help would
be greatly appreciated.
