[ILL-L] Reasons for No

Using the Not On Shelf reason could also be useful to your library for
inventory purposes. Every now and then, you could print out a batch of
your "Not On Shelf" requests and check them against the cards whenever
your staff has time, deleting your OCLC holdings for the items you
really don't have.
